The East Lansing Public Library occupies the ancestral, traditional and contemporary lands of the Anishinaabeg Three Fires confederacy of Ojibwe, Odawa and Potawatomi peoples land ceded in the 1819 Treaty of Saginaw.
1. Call to Order 4:50 p.m.
2. Roll Call
Trustees present were: Polly Synk, Amy Zaagman, Ameenah Asante and Diane Goddeeris. Trustee Pam Smith was absent. Also, in attendance were Friends President Maureen McCabe-Power, City Councilperson Liaison George Brookover, Director Kristin Shelley, Head of Customer Experiences/Assistant Director Brice Bush, and Executive Assistant to the Director Shori Teeple. There were sixteen attendees from the public.

3.4 Approval of March 15, 2023 Meeting Minutes
Asante moved to return duties of drafting, editing and posting board minutes to Executive Assistant to Director in accordance with current Library Board of Trustees Bylaws and Handbook, Article II.7.
Goddeeris made a friendly amendment for motion to include Board Secretary review of draft minutes before presentation to full board and taking meeting minutes in absense of Executive Assistant in accordance with Library Board of Trustees Bylaws and Manual Article II.6.

McCabe-Power Reported:
- $1,000-$2,000 received in monthly donations.
- Increase in volunteering.

8. Old Business
8.1 New Trustee Timeline and applications
- Overviews of timeline shared for review of board applications, interviews, candidate selection, presentation to board at May meeting, and recommendation to City Council on June 6 agenda.
8.2 Update from subcommittee - January 11 incident
- Additional meetings and conversations with administration, library staff and community members to take place. Trustee Goddeeris requested the board consult with city attorney before meeting with staff because contract negotiations have started.
- Survey questions to be developed.
- Community survey to be distributed widely, including patrons and non-library users.
- Subcommittee to report back in May.
9. New Business
9.1 Patron Code of Conduct Policy -- Update
- Overviews provided of rewrite of policy similar to CADL and other policies.
- Draft policy sent to staff for feedback/input.
- Input will be incorporated into updated draft, presented to board for input, then city attorney.
- Plans proceeding for additional policies to be updated as previously discussed.
9.2 Library partial closure - Thursday July 13, 2023 -- Action
- Motion to approve library partial closure on Thursday July 13, 2023 from 10am - 5pm for all-staff training/meeting.
